UPI Fraud Complaint Bank Letter: Format and Chargeback Steps

Draft the upi fraud complaint bank letter that triggers a chargeback: format, evidence pack, timelines under RBI rules and Ombudsman escalation.

The transfer left your account in four seconds. The app showed a green tick. The person on the other end stopped replying, and the phone number now says "not reachable". You open the bank app looking for a "report fraud" button and find only a chat window that offers to block your card.

A UPI fraud complaint bank letter is a formal document, not a phone call to customer care. Customer care logs a ticket; a written complaint with the right evidence creates the record that the bank's dispute team needs to raise a chargeback through the UPI network. This guide gives the letter format, the evidence pack, the timelines that decide your liability, and the escalation path when the first response is a rejection.

Why the first written complaint decides the case

Under the RBI's framework for customer protection and the harmonisation of turnaround times for customer service, a bank must acknowledge a fraud report and act on it within defined periods. Your liability for an unauthorised transaction depends heavily on how quickly you reported it. A phone call to a helpline may be recorded, but a written complaint with a timestamp and an acknowledgement is what proves the date of reporting if the bank later claims you were late.

Send the complaint by email to the bank's designated fraud or grievance address, and simultaneously through the app's grievance form if one exists. Keep the email delivery record. If the bank's only channel is a call centre, follow the call with an email repeating the reference number the agent gave you.

Key takeaway: The complaint must be raised with your own bank, not the beneficiary's bank. Your bank is the one that debited your account and the one that can raise the chargeback through the payment network on your behalf.

The UPI fraud complaint bank letter format

Address it to the Grievance Redressal Officer or the fraud reporting desk at the bank's corporate office, with a copy to the branch. Subject line: "Unauthorised UPI transaction — complaint and request for chargeback — UTR … — amount ₹…". Then the body, in this order.

1. Account and customer particulars

Account number, account holder name, registered mobile number, email, branch and IFSC. If the account is joint or held by a company, state your authority to complain. Add the customer ID if you have it — it lets the bank locate the record faster than an account number alone.

2. The transaction schedule

List each disputed transaction in a table: date, time, amount, UTR, UPI ID or account credited, and the app used. State the total. A table is easier for the dispute team to process than prose, and it prevents the bank from treating only one of several transfers as disputed.

3. How the fraud happened

Write the facts without adjectives. "I received a call from … claiming to be … . I was asked to install … and to enter my UPI PIN to receive a refund. I entered the PIN and ₹… was debited at … . I did not authorise this transaction and did not receive any goods or services." If the fraud came through a collect request, say so: "I received a collect request for ₹… which I did not initiate and did not approve" — or if you approved it under deception, say that too. The distinction matters, because approving a collect request under a fraudster's instructions is still an unauthorised transaction where consent was obtained by deception, but the bank will test the story against the app logs.

4. Reporting history

State when you called 1930, the helpline reference, when you filed on cybercrime.gov.in and the acknowledgement number, and when you informed the bank by phone with the ticket number. This section is what establishes that you reported within the liability window.

5. The request

Ask for five specific things: reversal of the debited amount, a chargeback raised against the beneficiary bank, a freeze on the beneficiary account pending investigation, written confirmation of the action taken within the period the bank's policy states, and a copy of the transaction logs and the beneficiary details held by the bank. Asking for the logs is important — it puts the bank on notice that you will need them for the Ombudsman.

The evidence pack

Attach these to the email as separate, clearly named PDFs. A single scanned bundle is harder for the dispute team and gets partially overlooked.

  • Bank statement extract for the relevant period, downloaded from net banking, showing the debit and the UTR.
  • Screenshot of the UPI app transaction detail screen showing the beneficiary name and UPI ID.
  • Screenshots of the conversation, call log or SMS that induced the transfer, with timestamps and the sender's number visible.
  • The 1930 acknowledgement and the cybercrime portal acknowledgement.
  • The written complaint to the bank and the ticket or reference number issued by customer care.
  • For a merchant dispute — goods not delivered — the order confirmation, payment receipt and the seller's failure to deliver or refund.

Do not edit screenshots. Do not crop out the phone's status bar if it shows the date. If the fraud was by phone call, give the number and the time; the bank cannot retrieve your call records, but the police can, and the reference helps.

What a chargeback is and what it can recover

A chargeback is a dispute raised through the card or UPI network against the beneficiary bank, asking it to reverse the credit because the transaction was fraudulent or the goods were never supplied. For UPI, the payment network's dispute mechanism allows the remitting bank to raise a chargeback with the beneficiary bank, which then holds or recovers the funds from its customer's account.

Success depends on where the money is. If the beneficiary account still holds the amount, a chargeback within the network's dispute window can recover it. If the money has been withdrawn, the beneficiary bank cannot debit an empty account, and the remedy shifts to the criminal investigation. This is why the timeline below matters more than the wording of the letter.

When you report Typical position on liability What to do
Within 3 working days Zero liability for an unauthorised electronic transaction, subject to the bank's investigation Report on 1930 and to the bank the same day; keep both acknowledgements
Between 4 and 7 working days Liability may be limited to a capped amount under the RBI framework Report immediately and explain the delay in writing with any medical or travel proof
Beyond 7 working days Liability is determined by the bank's policy; recovery is harder Report anyway; the criminal complaint and the money trail remain relevant

These categories come from the RBI's customer protection framework for unauthorised electronic transactions. The bank decides on the facts, and it must give you a written decision. Where the bank finds that you shared your PIN or OTP, it will usually hold you liable — which is why the complaint should describe exactly what you were asked to do and what you understood you were doing, rather than simply asserting that you were defrauded.

If the bank rejects the complaint

A rejection is a decision you can challenge. Ask for the rejection in writing with reasons, and then escalate in this order:

  • Level 1 — the bank's Grievance Redressal Officer, if your first complaint went to customer care.
  • Level 2 — the bank's Nodal Officer or the Principal Nodal Officer, whose details every bank must publish.
  • Level 3 — the RBI Integrated Ombudsman Scheme, 2021, through the RBI's complaint management portal, after the bank has failed to resolve within the period or has rejected the complaint.

For the Ombudsman, attach the original complaint, the bank's rejection, the transaction records and the police complaint. The Ombudsman can direct the bank to reverse the debit and pay compensation, and the process is free. Filing with the Ombudsman does not stop you from also pursuing the criminal complaint; the two run on different questions — the Ombudsman decides the bank's liability, the police investigate the fraudster.

Mistakes that weaken a UPI fraud claim

  • Waiting for the bank to "investigate" before filing the police complaint. The freeze window closes while the bank ticket sits in a queue.
  • Reporting only to the beneficiary bank. It has no customer relationship with you and will redirect you, losing days.
  • Deleting the app or the chat. The app's transaction history is evidence; the chat is the proof of deception.
  • Accepting a "goodwill credit" without asking what it settles. A partial credit may be recorded as full and final settlement of the dispute.
  • Not disputing all the transactions. Fraudsters often take a small test amount first; if you dispute only the large transfer, the test amount stays debited.
  • Assuming the PIN was not shared because you did not type it. Screen-sharing and remote-access apps let a fraudster see or enter the PIN. Say honestly what happened; the logs will show it anyway.

Frequently asked questions

Can the bank reverse a UPI payment I authorised under deception?

Yes, it can, if the transaction is reported as fraud within the dispute window and the funds are still recoverable. Authorisation obtained by deception is treated as an unauthorised transaction for the purpose of the customer protection framework. The bank will examine whether you were negligent — for example, by sharing an OTP — and decide liability accordingly.

Is there a time limit for raising a UPI chargeback?

The payment network prescribes dispute windows, and banks apply them strictly. Report the same day and raise the written complaint within three working days to preserve the strongest liability position. Beyond that, the bank may still act, but recovery is less certain and the liability finding may go against you.

What details do I need about the beneficiary?

Whatever your statement and app show: the beneficiary name, UPI ID or account number, and the UTR. You cannot obtain the beneficiary's full KYC details yourself — only the bank and the police can. Include what you have; the bank can retrieve the rest from the network using the UTR.

Will the bank block my account after I report fraud?

Some banks temporarily restrict the account or the channel while investigating. That is a security measure, not a penalty. Ask for the restriction to be limited to the affected channel and for a written confirmation of the reason and the expected duration.

Can I file a consumer complaint against the bank for a fraudulent UPI debit?

You can, where the bank has been negligent or has failed to follow the RBI's customer protection requirements. The Ombudsman route is usually faster and free, and it is designed for exactly this dispute. A consumer commission is an option where the Ombudsman has decided against you or where the claim includes compensation beyond the transaction value.
